Due to regulatory changes introduced by the provincial government, the current Blue Box Recycling program in Ontario is transitioning from being operated by municipalities to being fully operated by producers (companies that manufacture or sell Blue Box materials). Under this change, producers are now fully accountable and financially responsible for the end-of-life management of their products and packaging.
As part of this new system, IC&I (Industrial, Commercial, and Institutional) locations (e.g., small businesses, churches, BIAs, etc.) are excluded as eligible sources and will no longer receive recycling collection. As a result, beginning December 31, 2025, recycling collection atall IC&I locations will end, and businesses will be responsible for arranging their own recycling services.
