These are on-street bollards, and they are used to slow down speeds.

Newmarket is undertaking a pilot project to place these on-street bollards on roads with recorded speeds above the posted limit. The idea behind on-street bollards is to narrow the travel path of the road to force drivers to pay attention and slow down. Newmarket has had two years of trials with different types of locations and different numbers of on-street bollards. This year, the on-street bollard project is going town-wide and we would like your thoughts.
