This notice is to provide you with an update on the Millard Avenue, Church Street and Elm Street reconstruction project. As a reminder, the scope of work for this project includes:
- Watermain lining on Millard Avenue and Church Street,
- New watermain installation by open cut on Elm Street,
- New catch basin installations,
- Installation of new sanitary sewers, including new sanitary services to the property line,
- Sidewalk modifications on Millard Avenue, and
- Full-depth Road reconstruction.
Project Progress
The contractor remobilized to the site in April 2025 to complete the remaining work, which includes the installation of new sanitary sewers and services, storm sewer installation, full-depth road reconstruction on Millard Avenue (from Lorne Avenue to Main Street) and Church Street (from Park Avenue to Millard Avenue), as well as restoration activities. To date, the project remains on schedule and is expected to be completed by mid-October 2025.
The following work has been completed this year:
- All sanitary sewer replacement has been completed on Millard Avenue (Lorne Avenue to Main Street) and on Church Street (Millard Avenue to Park Avenue).
- All sanitary services have been installed.
- Contractor is currently working on the remaining storm sewer works.
Upcoming work
Starting in the second week of July, the contractor will begin road reconstruction, including sidewalk work on Millard Avenue (from Lorne Avenue to Main Street) and Church Street (from Millard Avenue to Park Avenue). Work includes:
- Installation of new concrete curbs and gutters
- Construction of new sidewalks
- Full road reconstruction with new asphalt paving
Millard Avenue will remain closed during the road reconstruction. When tying in the grades of the new sidewalk with existing driveways and when installing new curbs and sidewalks, access to driveways may be temporarily restricted. Advance notice will be provided for any service or driveway disruptions.
We appreciate your patience and understanding as we work to improve your street. The Town will make every effort to minimize inconvenience and ensure the work proceeds as smoothly as possible.

The Town of Newmarket is please to inform you that the improvement work on Millard Avenue, Church Street and Elm Street will resume and the contractor (Direct Underground) plans to remobilize back to the site the week of April 14, 2025.
As you may have noticed, the contractor left the site last December, for the winter, after which the Town took over winter maintenance.
The contractor will complete the remaining work which includes:
- Sanitary sewer replacement on Millard Avenue from Lorne Avenue to Main Street and Church Street from Millard Avenue to Park Avenue.
- Replacement of catch basins.
- Road reconstruction including sidewalk on Millard Avenue, from Lorne Avenue to Main Street and Church Street from Millard to Park Avenue, including
- New concrete curbs and gutters
- New Sidewalks
- New Asphalt roadway
Millard Avenue will be closed to local traffic only during construction this year from April 14, 2025, to September 12, 2025. Notice will be provided prior to any service or driveway
disruptions. We appreciate your patience as we make improvements to your street. The Town will make every effort to minimize disruptions and appreciates your patience and understanding as work proceeds to make improvements to your street.

December 5, 2024 - Construction Update #2
The Town of Newmarket is working hard to improve your infrastructure. The status of this work is as follows:
Construction Progress:
- Watermain works successfully completed; no temporary waterman required next year
- Temporary watermain removed; all water services reinstated to newly lined watermain
- Elm Street reconstruction completed up to base asphalt
During the winter:
The contractor is scheduled to leave site by the end of the week of this week after which the Town will take over winter maintenance, pending a site review to confirm satisfactory restoration. Temporary restoration and cleanup efforts are underway, with asphalt disturbances being addressed using temporary asphalt for the winter season. All equipment and material stockpiles will be removed, except for fencing, which will remain in place where it does not interfere with snow clearing or pose a hazard to sidewalks.
NT Power will complete pole relocation during the winter.
Construction next year:
- Contractor will return in spring (April/May), weather dependent
- Notice to be provided closer to mobilization once schedule is confirmed
- Millard Avenue and Church Street will be closed within project limits, open to local traffic only
- Access for residents within construction zone to be maintained
- New sanitary sewer and services to be installed via open cut on Millard Avenue and Church Street
- Millard Avenue and Church Street to fully reconstructed, including
- New concrete curbs and gutters
- New Sidewalks
- New asphalt roadway

The Town of Newmarket is reconstructing Millard Avenue, Church Street and Elm Street. The scope of work includes the following:
- Structural watermain lining, which will result in the need for a temporary watermain;
- New watermain installation by open cut on Elm Street;
- New catch basin installations;
- Sidewalk modifications on Millard Avenue;
- Full-depth road reconstruction;
- Installation of new sanitary sewers, including new sanitary services to the lot line.
This project will be divided into two (2) phases for construction. Both phases are included in one contract, awarded to Direct Underground. Please see the map below for more details.
Tentative timelines have been modified due to recent watermain breaks on Millard Avenue.
The watermain works have been prioritized to ensure completion this year. The work planned to be completed this year includes:
- Installation of watermain, sanitary sewer, and storm sewer on Elm Street;
- Road reconstruction of Elm Street from Park Avenue to Millard Avenue;
- Set up of temporary watermain and watermain lining throughout Millard Avenue and Church Street.
- Tree removals.
Direct Underground will demobilize from the site for the winter and return in the spring of 2025 to complete the remaining works which will include:
- Sanitary sewer installation on Millard Avenue from Lorne Avenue to Main Street and Church Street from Millard Avenue to Park Avenue.
- Replacement of catch basins.
- Road reconstruction including sidewalk on Millard Avenue from Lorne Avenue to Main Street and Church Street from Millard Avenue to Park Avenue.
Elm Street will be closed during construction this year with access provided to residents living on Elm Street only. Notice will be provided prior to any driveway access disruptions.
