The Town of Newmarket has started its watermain lining project in the Newmarket Heights area.

Watermain lining is a method used to renew the current watermain infrastructure in order to increase its lifecycle. As part of this project, the Town will also be replacing the fire hydrants and reconstructing pedestrian crosswalks to meet current accessibility requirements.

Newmarket Heights' residents are encouraged to view the engineering drawings for this project in order to review the potential changes to the boulevard fronting your home. You can also view the map below to see the area where the project will take place.

How is the water being provided to my home?

Water is being provided through the temporary above-ground pipes which connect to the hose bibs. These watermain pipes and hoses have been disinfected, certified, protected during transportation, and in compliance with all regulatory standards. All pipes are cleaned and commissioned as per Town of Newmarket standards before connecting to the homes. The water is continually monitored and tested.

My water meter is turned-off, how will I be billed for water use?

Your water meter will be turned off during the duration of the project. The Town of Newmarket has worked Newmarket Hydro and all residents will be billed at a flat rate based on historical use when they are connected to the temporary by-pass. Normal billing will resume when the water meter is turned back-on.

There is a leaking pipe or a safety issue on-site. Who do I contact?

    Dear Resident,

    This notice provides an update on the Newmarket Heights Watermain Lining Project and the upcoming works within the culde-

    sac of Willow Lane (see map on the reverse side of this notice).

    As part of the project, the Town will install a new watermain auto-flusher to enhance water circulation within the water

    system. To facilitate this installation, a new catch basin, manhole, and a small new water pipe will be installed, connecting

    the existing watermain on Willow Lane to the new auto-flusher (see reverse side of this notice for the approximate

    locations).

    To install these new features, a trench will be excavated within the roadway and boulevard, causing intermittent traffic

    delays and temporary disruptions to driveway access for approximately one week. The contractor plans to start this work

    during the week of October 2nd, barring any unforeseen circumstances. The contractor will notify you before the work begins

    and provide information about parking impacts. At times you may be asked to park on Willow Lane, north of Longford to

    facilitate this work. If you have planned deliveries, events, or accessibility concerns, please contact the undersigned to

    coordinate. After the installation of the auto-flusher and related features, the contractor will remove and replace deficient

    sections of curb and will proceed to resurface the entire cul-de-sac with new asphalt.

    Waste collection will continue as usual, and we remind all residents to place garbage, recycle bins, and green bins out by

    7:00a.m.

    As with all construction projects, residents may experience dust, noise, and minor vibrations. The Town and contractor will

    minimize these inconveniences as much as possible.

    Dear Resident,

    This letter is to provide an update on the construction work being completed as part of the Newmarket Heights Watermain Lining project that started in July 2023. Work for this project is being implemented in four phases. Please see the map attached for more information as to which phase your property belongs to.

    What has been completed to date?

    - Installed traffic signage and closed Gwillimbury Road between Lindsay Avenue and Penn Avenue;

    - Several pits have been dug around the area;

    - Installed temporary above-ground watermain by-pass in phases 1, 2, 3 and 4;

    - Most homes in phase 1, 2, and 3 have been connected to the temporary by-pass to ensure you have access to water; and

    - Cast iron watermain has been lined in phase 1.

    What to expect moving forward?

    - Connect the remaining homes in phase 3 and 4 to the temporary by-pass;

    - Watermain lining to continue in all phases;

    - Installation of new fire hydrants and a new auto-flusher on Willow Lane;

    - Sidewalk intersection enhancements; and

    - Resurfacing of Willow Lane cul-de-sac (south of Longford Drive).

All pipes are cleaned and commissioned as per Town of Newmarket and Provincial standards before connecting to the homes. The water is continually monitored and tested.

    2) My water meter is turned-off, how will I be billed for water use?

    Your water meter will be turned off during the duration of the project. The Town of Newmarket has worked with NT Power, and all residents will be billed at a flat rate based on historical use when they are connected to the temporary by-pass. Normal billing will resume when the water meter is turned back on, which is anticipated to be in October 2023, as long as there are no unforeseeable delays.

    3) There is a leaking pipe or a safety issue on-site. Who do I contact?

    As part of FER-PAL Infrastructure’s project with the Town of Newmarket, the water main pipe on your street is scheduled to be cleaned and Cured-In-Place Pipe (CIPP) Structurally Lined during the next several weeks. CIPP Structural Lining prevents further pipe corrosion, adds strength, improves fire flow capacity, and helps eliminate discolored water. Essentially, we are building a pipe within a pipe.     During construction, your home will receive water through an above-ground temporary piping network (by-pass) installed along the curb or ditch line on your street. A hose attached to the temporary by-pass (blue pipe) will be connected to your home with a "Y" connector via the outside hose tap. This allows you to receive water in your home. See photo for operating instructions.

    Although several access pits will be excavated along the water main, efforts will be made to avoid excavating in newly paved areas.

    From time to time, FER-PAL will have to turn off the water supply to your home. You will be notified in advance of any scheduled interruption in service. However, this may not always be possible, for example, when a water main break occurs. You may also experience rusty water while work is taking place. If this happens, let the water run until it flows clear.

    The temporary water supply network and the rehabilitated water main will be disinfected prior to hook up to your home in accordance with the Town of Newmarket Disinfection of Water Main procedures.

    FER-PAL recommends that you temporarily disconnect any water treatment system, such as softeners or filters, water-cooled air conditioners or any similar plumbing fixtures, as they may be damaged during construction. As automatic lawn sprinkler systems may not operate properly while the work is taking place, manual watering may be necessary.

    Once the water main rehabilitation has been completed, all excavated areas will be restored. In addition, the grassed areas will receive an initial watering by FER-PAL. However, we suggest that you continue to water any grassed areas for 1-2 hours twice a week.

    We appreciate your cooperation during this improvement project. Every attempt will be made to minimize interference with local activities. Please exercise caution around construction, equipment, and the temporary water main system.

    Dear Resident,

    This letter is to provide an update following the Virtual Public Information Centre held on May 31,

    2023, for the watermain lining project located within the Newmarket Heights neighbourhood. The Town

    of Newmarket has awarded this contract to Fer-Pal Ltd. The project will involve 3.7 kilometers of

    watermain lining, fire hydrant replacement, new fire hydrants and sidewalk enhancements.

    Preliminary construction work is scheduled to start in July and is expected to last until the late

    fall, depending on the weather.


    Watermain lining is less obstructive compared to open cutting, removing, and replacing the

    watermain. However, residents should still anticipate minor traffic delays due to the construction.

    There will be a number of excavated pits in boulevards, roadways, and sidewalks, which will be well

    signed and fenced. Please proceed with caution while driving in this area during the construction.


    We expect to have a temporary road closure on Gwillimbury Road between Penn Avenue and Lindsay

    Avenue as part of this work. A detour route will be in place with signage directing motorists from

    Penn Avenue to Lindsay Avenue/Longford Drive. There will be no impact to emergency vehicles or

    garbage collection as part of this road closure.


    As with all construction works, residents may experience dust, noise and vibration. The Town and

    its contractor will limit these inconveniences as much as possible. We also understand that

    children may be curious about the construction activities and equipment, so we kindly ask parents

    to keep children and pets out of the construction areas, both during and after working hours.

    Further to our notice sent to you on February 6, 2023, the Town is hosting a Virtual Public Information Centre (VPIC) on Wednesday May 31, 2023 from 7 to 8 p.m. to inform the public of a watermain lining project located within the Newmarket Heights area (location shown on the back of this notice).


    The proposed works include cured-in-place-pipe (CIPP) lining of the watermain on these streets, fire hydrant replacement, and the reconstruction of pedestrian crosswalks to meet current accessibility standards. The purpose of the VPIC is to notify the public prior to the start of construction, to review the final drawings and to discuss the scope of work and the expected disruptions from construction.


    The itinerary for the VPIC is as follows:

    • 7 p.m. – Staff introductions

    • 7:10 p.m. – Presentation starts

    • 7:30 p.m. – Questions and answers

    • 8 p.m. – Adjournment


    Representatives from the Town’s Engineering Services Department and the consulting engineer on the project (Ainley Group) will be available to answer any questions you may have.     The Town of Newmarket has retained an engineering firm, the Ainley Group, to start the detailed design of a watermain lining project in the Newmarket Heights area.

    The purpose of the project is to increase the service life of the watermain, replace the fire hydrants, and reconstruct pedestrian crosswalks to meet current accessibility standards. The anticipated construction start date is summer 2023 pending successful tendering and budget approvals. The Town will provide more information on timing as the design process proceeds. As part of this project, Ainley has reviewed the fire hydrant spacing which resulted in shifting some fire hydrants to new locations in order to conform to the Town’s current engineering design standards.

    How to get involved:

    The Town will be hosting a Virtual Public Information Centre (VPIC) with residents in the community to discuss the entire project and to answer any questions that you may have. The tentative date for this VPIC is May 2023 and you will receive an invitation to participate in the meeting a few weeks ahead of time.
