Shining Hill Official Plan Amendment

Consultation has concluded

In response to an Official Plan Amendment application submitted by Shining Hill Estates Collection Inc., a process was completed to consider the long-term vision for these lands, located in the southwest area of the Town known as 16250, 16356 and 16450 Yonge Street.

The amendment allowed portions of the lands of be re-designated for urban uses such as a mix of residential, institutional, commercial, office, parks and open spaces uses.

The map above shows the approximate place of the proposed land use changes where the urban uses would be located.

The land owner is proposing to develop parts of this area for urban uses such as residential, commercial, parks, and roads. The woodlots are proposed to be protected.

    I see there is no change on the home page title for Shining Hills’ request to remove environmental protection?

    If Newmarket Council wants to be open with the public, this home page needs to be clear about what is being asked, not simply to say, Shining Hills amendment.

    Once the land use is change, others will argue that they should have the same rights. It won‘t stop there. This area has been put in protection for a reason. And the reason has not changed, we need more green space and protected areas now, than ever before!

    I disagree on on building on the oak ridges moraine.IIt's highly sensitive environmentally protected area. It serves as our watershed and protects us from flooding and is a much needed greenspace for the animal life living there.

    Wrong place for growth

    Newmarket needs housing, but not more greenfield sprawl development, and especially not on environmentally sensitive lands. We need densification and we already have a plan for urbanization along the Yonge-Davis corridor. Sprawl is also financially unsustainable but densification provides new housing without the need for the same degree of new infrastructure . Say no to Shining Hills!

    Please change the title on your home page to show that Shining Hills is asking to remove the environmental protection designation on this land so that readers understand what is at stake.

    I think residents of Newmarket need to know that Shining Hills is asking for the removal of environmental protection status to build on this ORM land and this should appear on the home page please.

    It has occurred to me that when Mayor Tom Taylor and council placed the subject lands under environmental protection, in 2003, they must have had a good reason for doing so. What has changed since then to render this protection unnecessary?

    When the property was purchased by the Shining Hill Estates Collection Inc. the buyer would have been aware of the EPA-ORM designation. The purchase went ahead, with the intention of building a housing development there.     In a climate crisis, protected lands must stay protected!

    At its most basic, there was a reason former Mayor Tom Taylor and Council voted to protect the lands in question within the Official Plan back in 2003. And that need has only grown exponentially.

    We are in a global climate crisis, and we are seeing first-hand what that looks like. Daily we are inundated with the sheer volume and size of wildfires, with severe droughts and floods, and with the extreme temperatures. Climate change is here and now.

    The Official Plan Amendment application re: Shining Hills Development

    The proposed plan strives to adhere to the requirements of the Greenbelt Act for protection of the natural features and to contain development within the Oak Ridges Moraine boundary within the Settlement Area.

    My objection to this Official Plan Amendment is that:

    1. It seeks to remove the Environmental Protection Oak Ridges Moraine designation from lands that are currently agricultural lands and re-designate those lands as Emerging Residential.

    2. Development limit is to the edge of the dripline, or edge of the wetland, through most of the site. "most" is not defined.

    Shining Hills application to develop on the Oak Ridges Moraine

    I think that without question, the vast majority of residents & taxpayers & voters in Newmarket are asking council to reject any application for development on the Oak Ridges Moraine. As well, any applications for any type of development even off the Moraine, should require very stringent & sustainable building requirements: electricity & no gas, net-zero insulation, the fewest number of trees removed, high-density modest housing.

    My family says no to Shining Hills!
